AUSTIN – Today, Governor Greg Abbott delivered his biennial "State of the State" address to the 86th Legislature, announcing a bold vision for the future of Texas, including designating as emergency items the following issues: school finance reform, teacher pay, school safety, mental health, property tax reform, and Hurricane Harvey recovery & future disaster response.
In addition, Governor Abbott laid out plans to increase funding for border security, address the growing epidemic of human trafficking, eliminate the rapekit backlog in Texas, establish two anti-gang centers, and fully fund veteran mental health programs through the Texas Health & Human Services Commission.
In response, Representative Leach issued the following statement:

"Today, Governor Abbott demonstrated his commitment to building a stronger and more prosperous Texas by setting forth a bold vision for our state. Make no mistake, under the leadership of Governor Abbott, the 86th Legislature will work diligently to deliver big results for the people of Texas, including investing substantially in public education, addressing school safety & mental health, and empowering our dedicated educators to prepare our next generation of Texas leaders. Combined with school finance reform, the Governor called for substantive policies that work to provide a solid pathway toward real property tax reforms. As Governor Abbott stated, 'this is a transformative agenda,' and it is time for the Legislature to come together, roll up our sleeves, and deliver for the people of Texas."

Born and raised in Plano, Representative Leach graduated from Plano Senior High School before attending Baylor University. He earned his law degree from Southern Methodist University’s Dedman School of Law and currently practices at the Texas law firm of Gray, Reed & McGraw LLP. Most recently, Leach was selected by Speaker Dennis Bonnen to serve as Chairman of the House Committee on Judiciary & Civil Jurisprudence, and was named to serve on the House Committee on Pensions, Investments & Financial Services and the House Committee on Redistricting. Leach was recently selected by Speaker Bonnen to serve as the House appointee to the State Preservation Board, and he currently serves as a Legislative Member of the Texas Judicial Council. Jeff and his wife Becky, an author, speaker and artist, are the proud parents of Brady (age 10), Charlotte (age 8) and Landry (age 4). They are active members of Prestonwood Baptist Church in Plano, where they have served for several years in the Young Families Ministry.
