House Bill 684 honors student Samantha Watkins and promotes seizure awareness

AUSTIN- State Representative Travis Clardy filed House Bill 684 (HB 684), Sam's Law. Named after Samantha Watkins, a Kilgore ISD student who passed away after experiencing a seizure in December 2016, Sam's Law will ensure school district employees receive training and education about seizure recognition and first aid.

"I am grateful for the outpouring of support from constituents and my legislative colleagues as we address this important issue," Rep. Clardy said. "As we focus on school safety for our children, we need to raise awareness and take steps to protect Texas students who have epilepsy."

With Sam’s Law, school nurses would complete a Texas Education Agency-approved training on treating students suffering from epileptic seizures. The Epilepsy Foundation of Texas is providing educational training videos to the Texas Education Agency for approval and use.

"The Epilepsy Foundation of Texas is excited to work on behalf of Sam's Law because we need to ensure students with epilepsy are safe and have proper medical care when they are at school" said Sindi Rosales, CEO of the Epilepsy Foundation Central and South Texas. "Currently, very few people know how to perform first aid for children who have an epileptic seizure, and this legislation will help provide potentially lifesaving training. We are pleased to serve as a resource to Texas schools and the public."

HB 684 calls for the implementation of a seizure action plan that would ensure public school nurses and other school employees are prepared to support students who have a history of epileptic seizures and to provide aid to students who experience seizures at school. Rep. Clardy hopes this initiative will be a guide for national legislation to protect students who suffer from epilepsy.

"I am proud and optimistic we can use the loss of Sam to yield a positive change and outcome. Hopefully, Sam’s law will create a blueprint to address this issue nationally, and Sam’s memory and legacy will save lives here in Texas and in other states far into the future."

Representative Clardy is currently serving his fourth term as the State Representative for House District 11, which includes Cherokee, Nacogdoches, and Rusk counties.
