Biography

Heriberto “Eddie” Morales Jr. is a lifelong resident of Eagle Pass, Texas. He is currently serving as State Representative for District 74, the largest and most unique district in Texas. The District is made up of 11 counties extending from his hometown in Eagle Pass, Maverick County to the north east portion of El Paso County and includes over 770 border miles with Mexico.

Prior to his public service, Representative Morales attended Eagle Pass High School and after graduating, pursued a bachelor’s degree in Political Science and a double minor in Business and Spanish from the University of Texas at Austin graduating in 1997. He then attended St. Mary’s University School of Law, graduated with his Juris Doctorate in 2000, and in that same year he passed the State Bar exam.

In addition to serving as State Representative, Morales is also a partner and member of the management board at Langley and Banack, Inc., Attorneys at Law, and currently supervises their satellite office in Eagle Pass. He was past President of the Maverick County Bar Association and now sits on the St. Mary's Law Alumni Association as a Board Member. He is a City Attorney for Eagle Pass and Brackettville, and he is an avid real estate investor, as well as a commercial and residential builder. He is also the owner of the family’s tortilla factory business, called “The Piedras Negras Tortilla Factory”, which is a staple of the Eagle Pass food culture which recently celebrated its 34th anniversary of being in business.

Representative Morales has served with focus and integrity throughout his career as an attorney, a businessman, and an investor. With over 22 years of experience, and a commitment to strengthening the community, he has brought the same transparency and responsibility to District 74 since 2020. Under his leadership as a Representative, he and his team passed more than 30 legislative bills during his freshman year at the Capitol. By listening and considering the views of every constituent, District 74 has been well represented on issues such as border security, healthcare, job creation, transportation infrastructure, education, school safety, mental health, and protecting the environment, among others.

Representative Morales is proud of his legislative accomplishments, but more importantly, of his three children: Kassandra, who has worked as a public educator and is now finishing her Clinical Counseling Masters degree; Alexandra, currently working as a special needs educator in San Marcos; and his son Eddie, who is a recent graduate of the University of Texas and currently attending St. Mary’s Law School. Last but not least, his wife Hellen has been an inspiration and an integral part of a successful 87th legislative session. She serves as another advocate for House District 74, and has made key connections in the Capitol.

Morales has been focused on representing every city, county, and citizen of the District 74 communities. He is a proud Democrat, willing to reach across the aisle and work with Republicans and Independents for the betterment of Texas.

Está compuesto por 11 condados que se extienden desde de la ciudad de Eagle Pass, condado de Maverick, hasta la parte noreste del condado de El Paso, abarcando más de 770 millas fronterizas con México.

Antes de su servicio público, el Representante Morales se graduó de la preparatoria “Eagle Pass High School”. Obtuvo una licenciatura en Ciencias Políticas y una doble especialización en Negocios y Español de la Universidad de Texas en Austin en 1997. Para continuar sus estudios, en el año 2000, el Representante asistió a la universidad de “ St. Mary's. University School of Law”, en donde obtuvo su Doctorado en Derecho, y ese mismo año aprobó el examen de Abogados del Estado.

Además de servir como Representante Estatal, Morales también es socio y miembro de la junta directiva del despacho Langley and Banack, Inc., Attorneys at Law, y actualmente esta encargado de supervisar la sede ubicada en la ciudad de Eagle Pass. También se desempeñó como presidente de la Asociación de Abogados del Condado de Maverick y ahora es miembro de la Junta Directiva de la Asociación de Ex-alumnos de Derecho de la universidad de “St. Mary's”. Es abogado de la ciudad de Eagle Pass y Brackettville. De la misma manera, es inversionista de bienes raíces, así como un constructor comercial y residencial. Antes de ocupar su cargo como servidor publico emprendió un negocio familiar, “La Fábrica de Tortillas de Piedras Negras”, que es un elemento básico de la cultura gastronómica de la ciudad de Eagle Pass y recientemente celebró su 34 aniversario de estar en el negocio.

El Representante Morales ha servido con enfoque e integridad a lo largo de su carrera como abogado, empresario e inversionista. Con más de 22 años de experiencia y un compromiso con el fortalecimiento de la comunidad, ha aportado la misma transparencia y responsabilidad al Distrito 74 desde el 2020. Bajo su liderazgo como Representante, él y su equipo han aprobado más de 30 proyectos de ley durante su primer año en el Capitolio. Escuchando y considerando los puntos de vista de cada elector, el Distrito 74 ha mejorado en temas como seguridad fronteriza, atención médica, creación de empleo, infraestructura de transporte, educación, seguridad escolar, salud mental, protección del medio ambiente, entre otros.

El Representante Morales está orgulloso de lo que ha podido realizar hasta el momento, y así mismo lo está de sus tres hijos: Kassandra, que ha trabajado como educadora pública y ahora está terminando su Maestría en Consejería Clínica; Alexandra, que es maestra de alumnos con necesidades especiales en San Marcos; y su hijo Eddie, quien se graduó recientemente de la Universidad de Texas y asiste a la universidad de Derecho “St. Mary's University School of Law.” Por último, pero no menos importante, su esposa Hellen ha sido una inspiración y una parte fundamental de una exitosa sesión legislativa 87. Ella se desempeña como defensora del Distrito 74 y ha estado realizando conexiones clave en el Capitolio.

Morales se ha centrado en representar a cada ciudad, condado y ciudadano de las comunidades del Distrito 74. Es un demócrata orgulloso, dispuesto trabajar con republicanos e independientes para el mejoramiento de Texas.
